JOB TITLE: Manager of Information Technology, Application
Development LOCATION: Cypress, CA DEPARTMENT: Information
Technology REPORTS TO: CIO FLSA STATUS: Exempt ESSENTIAL DUTIES AND
RESPONSIBILITIES Reporting to the CIO, the Manager of Information
Technology, Application Development will partner with the CTO on
significant projects to manage and develop IT staff and external
programming resources. The Manager of Information Technology,
Application Development, is a crucial contributor to Daylight
Transport---s employee development process and will be responsible
for planning programming and developing resources to meet IT
objectives. It is critical for the Manager of Information
Technology, Application Development to build strong and productive
relationships with all business unit leaders, acting as a true
partner and making IT a business enabler. The Manager of
Information Technology, Application Development will manage nine
direct reports in IT, overseeing the development and support of
software, including the transportation/logistics TMS, warehousing,
financial applications, project management, and change control.
RESPONSIBILITIES -- Responsible for the day-to-day management of
all aspects of the Application Development team and functions such
as staff resource planning, budgeting, and policies and procedures.
-- Responsible for leading teams in multiple concurrent initiatives
to produce high-quality results on time and within budget. --
Accountable for TMS, financial, imaging systems, and website
applications. -- Assist in preparing and administering the budget
and maintaining appropriate controls. -- Participate in forecasting
trends and long-term planning for the department. -- Maintain core
competencies within the department, motivate the team and cultivate
strong talent to meet current and future needs. -- Research and
recommend system development priorities based on value delivery. --
Interface with internal and external customers to clarify specific
application systems requirements. -- Establish and build
relationships with vendors in conjunction with corporate
leadership. -- Participate in the design and implementation of
corporate infrastructure security. -- Collaborate with other IT
leaders to follow ITIL best practices for procurement, change
control, help desk, and project management. SKILLS & KNOWLEDGE
Innovation Participate in developing and formulating the
company---s business and digital strategies. Experience leading
complex change initiatives; demonstrated skills in change
management. Customer-service oriented. Builds strong technology
vendor partnerships, manages multiple vendor relationships to
ensure the best performance and financial return. Demonstrated
experience with SaaS, cloud-based and outsourced solutions through
third-party providers. General -- Progressive IT management
experience, including application development, end-user support,
website development, and operations. -- Knowledge of project and
portfolio management. -- Excellent communication, people, business,
and leadership skills. -- Knowledge of risk management, compliance,
and best practices for IT governance. -- Able to understand user
requirements and evaluate their impact on existing applications. --
Ability to learn and adapt to continuously changing technology. --
Knowledge of contract and vendor management. Technical -- Knowledge
of systems development life cycle and design and implementation in
a complex business environment. -- Familiar with application
integration, architecture, process, ERP, TMS, WMS, and EDI tools.
-- Ensure that critical issues are communicated and addressed. --
Knowledge of Microsoft Office, Visio, Project, etc. -- Knowledge of
the Agile process and tools such as Jira. Team Development Hire,
develop, evaluate, reward, and retain a highly qualified team of IT
professionals. Foster a culture of innovation, transparency, and
accountability in IT. Promote a ---business-first--- mentality at
all levels of the IT organization. Exercise staff oversight to
ensure new operations plans, policies, procedures, and
transition/migration plans are consistent with company goals and
objectives. Ensure that the organization has robust systems
analysis and project management skills and can execute
business-critical projects. Develop a career-path strategy for the
ongoing development of Daylight staff. Leadership and Communication
Possesses advanced skills in communicating orally and in writing
with business leaders. Effectively able to articulate ideas to both
technical and non-technical audiences. Able to work collaboratively
with diverse leaders and build consensus around key initiatives and
projects. Ensure the department is well informed of changes and
newsworthy events within the organization. Handle difficult
personnel situations directly, using appropriate discretion, HR
advice, and respect for the individual. Skilled at negotiation with
internal customers and external service providers. A team player
who favors collaborative approaches when working with internal and
external partners. Cultivate relationships and collaborate with
external business partners such as agents, carriers, and ICs.
EXPERIENCE -- A Bachelor---s degree in Computer Science or related
discipline from an accredited college or University. -- Five or
more years of experience in managing Information Technology
resources. -- Two or more years managing multi-location technology
environments. -- Solid organizational and time management skills.
-- Transportation Industry experience is highly desirable.
SUPERVISORY RESPONSIBILITIES : Direct supervisor of nine technical
teammates. QUALIFICATIONS: To perform this job successfully, an

geometry. REASONING ABILITY: Ability to solve practical problems
and deal with various concrete variables in situations where only
limited standardization exists. Ability to interpret multiple
instructions furnished in written, oral, diagram, or schedule form.
